If you are planning on doing construction in the Los Angeles area, you are probably already aware that you will need to obtain several permits from the City’s Department and Building and Safety. Did you also know that you may need state permits from Cal/OSHA and CalTrans for certain types of work?

Cal/OSHA Permits

If you are planning on constructing or demolishing a building that is three stories tall or higher, you will need a Project Permit from California Occupational Safety and Health Administration (Cal/OSHA). If you are constructing a trench or excavating five feet or deeper and someone is required to go into that space, you will need a Cal/OSHA Project Permit. You will need the same type of permit if you are using scaffolding that is more than three stories high.

You need an Annual Permit if employers other than the project administrator are working on the projects. The project permit holder and the Project Administrator both must be licensed contractors in the state of California in order to obtain the Cal/OSHA permits.

CalTrans Permits

In regards to construction, you may need a permit from Caltans. An Encroachment Permit is needed when your construction (or even event) is in, under, or over a state highway. Some examples of work that would require an encroachment permit includes:

  • Excavations
  • Advertisements
  • Trimming or planting vegetation
  • Installing driveways
  • Utilities

If you are planning a special event like a street festival, or a community sponsored event and is on a portion of the state’s highway right of way, you need an Encroachment Permit. Same with commercial filming. You’ll need a permit.
